The Infected Blood Compensation Authority seeks anambitious data architect, to lead how to exploit current andemerging techniques so we might make swift payments to victims ofinfected blood. IBCA is responsible for administering acompensation scheme that will see millions of pages of evidenceacross medical records, minutes of meetings, and other data, aswell as flows of information to and from government departments,health agencies and other bodies. The data landscape is complex anddelivering an efficient service will rely on making data work hardon our behalf.The postholder will report to the Head of DataEngineering and Architecture with responsibility to lead on thecomplex and sensitive nature of data architecture across theauthority.Job descriptionThis opportunity allows an unparalleledopportunity to shape and define how data is managed and applied inensuring accurate and timely payments are paid to those infectedand affected. The role will be dynamic and fast paced, as weorchestrate a picture of infected and affected people, so IBCA isable to deliver a digital service that is underpinned by quality,trustworthy data practices.You’ll play a leading role inchampioning the benefits of data architecture to support servicedelivery and data science to tackle the challenges IBCA will faceincluding operational efficiency, forecasting, fraud mitigation& detection, cohort analysis, and more - as well as beingcapable of conveying the benefits and risks to non-technicalaudiences.We are looking for a highly motivated individual with adrive for social impact to join the data directorate and hit theground running, quickly getting to grips with the challenges thatarise from standing up a greenfield department atpace.ResponsibilitiesStrategy and Design of Data Platforms.oProvide leadership to the overall strategic approach for dataarchitecture, capability, infrastructure and management for theAuthority.o Bringing knowledge and ideas and awareness of newtechnologies and practices.•Define a Robust Data Architecture.oMap the data flows and structures across data platforms throughlogical and conceptual data models, mappings, lineage and dataflows.o Defining data principles and standards to ensuretraceability, security, and quality and alignment with businessneeds and promote best practice.o You will be responsible forensuring data capability meets evolving data requirements andcommunicating clearly how to stakeholders.•Working at pacewithout losing sight of the bigger picture:o Manage workloadsusing agile methods with continuous delivery to meet demands as theservice evolves.o Maintain Strong stakeholder relationshipsensuring solutions meet legal and operational requirements.Due tothe challenging nature of this role and the complexities of settingup a greenfield department at pace, you may be asked to getinvolved in other areas associated with the Data Directorate.Person specificationEssential:Experience of designing dataplatforms such as Data Lake, Lakehouse or Data Warehousing in oneor more cloud environments.Experience of one or more CloudTechnology data platforms such as AWS, Azure or GCP and experienceof technologies such as Redshift, Snowflake, Synapse or similartechnologies.Experience of Data Modelling techniques and patternsfor managing structured and unstructured data and when to applythem.Experience of database technologies including relational,document and graph.Experience in defining data flows, lineage,and architecture.An understanding of role-based access controlmethods.* Worked within agile delivery environments.* Keepingabreast of emerging technologies and methodologies and to promoteinnovation .Desirable:* Exposure to health and/or social careinformation such as HL7/FHIR.* Experience of Enterprise or DomainModelling.* Experience of ArchiMate or other architecture orprocess modelling language.* Awareness of Data Pipelines componentsand their design.* Experience in building data platform projectsthrough onboarding, transformation and business intelligence.Experience of metadata and master data management.Proficiently inSQL and another scripting language or ETL tool for datamanipulation.* Experience of implementing complex access controlstrategies.Additional information:A minimum 60% of your workingtime should be spent at your principal workplace. However, onceIBCA becomes operational, it is anticipated that these roles maytransfer to IBCA, which is a new public body separate from theCabinet Office and independent of the Civil Service. Roles thattransfer to IBCA from Cabinet Office will maintain the same orsubstantially the same terms and conditions of employment that areoverall no less favourable and it is anticipated that employees whomove from Cabinet Office to IBCA will be able to continue toparticipate in the Civil Service Pension arrangements with no breakin their pensionable service.Job Types: Full-time, PermanentPay:£53,400.00-£59,700.00 per yearBenefits:Company pensionWorkLocation: In personReference ID: 371486
