Job description

This post sits at the heart of DSIT policymaking on international research and innovation. It�s an exciting time to join the team as we look to serve the British public through international collaborations in science and technology. This high-profile area attracts considerable interest and scrutiny from external bodies, partner organisations, the research sector and Ministers. You will work closely and collaboratively with these groups, and with a range of policy colleagues, regularly interacting with officials and analysts in partner organisations to create a rich evidence base for international R&I programmes.

You will be part of a dynamic, inclusive and supportive team of around 24 multi-disciplinary analysts in International Research and Space Analysis. With considerable space for development and training, and every member empowered to take ownership of their area, this role provides an excellent opportunity to further develop your project management, stakeholder liaison, communication and methods expertise and progress your analytical career.

The postholder will work on a wide range of analysis, including the monitoring, evaluation and learning for DSIT�s global research and innovation (R&I) funds, developing evidence, conducting innovative analysis and helping to embed our lessons from evaluation into policy development and fund adaptation. The current global R&I funds are: the Newton Fund, Global Challenges Research Fund, and the International Science Partnerships Fund. These funds include a substantial component of the UK�s Official Development Assistance (ODA) to promote the economic development and welfare of developing countries.

Key responsibilities:

As part of our dynamic team, you will:

Analyse data from a range of sources and systems. This will include quantitative and qualitative analysis and applying data science techniques. Identify gaps in the evidence base in relation to the effectiveness and impacts of Global R&I; scoping and undertaking/commissioning new research and analysis to fill these evidence gaps. Ensure analysis is robust and communicated effectively. Engage with Partner Organisations and other key partners in the international research landscape. Be an active member of the DSIT analytical community and the analysis network for your profession. Work closely with policy colleagues to understand needs by establishing positive relationships and ensure the delivery of impactful and timely analysis. Be flexible and adaptable in an environment of rapidly evolving policy area.#Interpretation of analysis to provide insightful and actionable reports back to the team and wider colleagues across DSIT. This includes presenting analysis across the Directorate and to a pool of engaged Senior Civil Servants (SCS) leading on programmes All candidates will be supported to develop expertise in methods they don�t currently have experience of/in.

Skills and experience:

Essential criteria for the role are:

Strong quantitative and qualitative analytical skills and an ability to develop analytical projects in response to policy requirements. Ability to deliver at pace against key policy commitments and adapt flexibly to rapidly evolving priorities. Capability to confidently use Excel, and experience of, or willingness to learn, PowerBI, R, Python. Ability to effectively tailor and present analysis in different formats and to different audiences (including senior leaders) to inform policy-making, outlining conclusions and limitations in a clear and concise way. A commitment to integrated working with policy teams and motivation to proactively shape and respond to their needs. A dedication to your own professional development.

The following skills and experience are desirable for the role but not essential:

Prior knowledge of research and innovation policy Experience in Monitoring, Evaluation and Learning (MEL) Knowledge of international development

Candidates must either be an existing member of the Government Statistical Group (GSG), Government Economic Service, Government Operational Research Service (GORS) or Government Social Research (GSR) profession or be eligible and willing to take the tests to become a member.

Alongside your salary of �31,745, Department for Science, Innovation & Technology contributes �9,196 towards you being a member of the Civil Service Defined Benefit Pension scheme.
