The Counter Terrorism Policing (CTP) network stretches across the UK and has specialist officers and staff working in a range of fields to thwart terrorist planning and help bring offenders to justice. The successful candidate would be based at the WMCTU North Hub in Staffordshire contributing to the regional counter terrorist response. We’re looking for creative and motivated individuals to join our team, delivering high quality intelligence products to drive decision making in Staffordshire, across the region and the wider CT policing network. The role The role holder is responsible for all strands of intelligence analysis within a local, regional, national and international context.You’ll be involved in the acquisition, evaluation, analysis and assessment of secret intelligence to support our priorities. You’ll build up intelligence pictures, identifying potential risks and offenders in support of national priority counter terrorism operations.You’ll collate and validate intelligence, evaluating the reliability of sources and credibility of information using various analytical techniques to assess and interpret intelligence data.Working to a high level of integrity, you’ll routinely handle Secret information, and as such follow GPMS and other guidance with regard to handling and storing this data. You’ll liaise and collaborate with colleagues to gather further information, which may help to piece together the whole picture and to give an in-depth strategic analysis to improve the CTP WM understanding of the many facets of terrorism and violent extremism. Responsibilities WMCTU analysts require a wide skill set and maturity to ensure resilience and high pressure demands of CT policing for the region are met. Aspiring WMCTU analysts will ideally have experience of major investigations, strategic and partnership working. In addition, they must have demonstrable analytical skills at a very high standard. Regardless of area of expertise, all analytical products are National Intelligence Model (NIM) compliant. Produce written and/or verbal briefings and presentations to stakeholders to provide a clear and concise evidence-based understanding of the subject matter, including making recommendations and offering advice and guidance. Delivery of effective presentations and briefings (communicate findings, inference and hypothesis) Be able to switch between tactical and strategic roles to fulfil the analytical needs of the region. To represent the WMCTU and present at local, regional and national forums. Direct and guide research completed by others. Utilise IT systems and techniques that are unique to the role of Counter Terrorism. Work to a high level of integrity, routinely handling Secret information, and as such following GPMS and other guidance with regard to handling and storing this data. Effective liaison with a variety of National Agencies, including Army, Police Forces / CT Capabilities, Local Authorities and other specialists. Provide comprehensive analytical products that interpret intelligence and provide clear understanding and guidance to drive the proactive acquisition of further intelligence and evidence. Identify risk, threat, vulnerabilities and opportunities in support of national security operations. Offer specialist guidance, influencing decision making of Police Senior Investigating Officers, Intelligence Managers and Intelligence Officers regarding live operations. Provide complex evidential analysis and expert testimony to the highest of standard to secure the successful prosecution of terrorists. Provide detailed strategic analysis to assist the organisational understanding of the multiple facets of terrorism and violent extremism. Provide effective forecast, taking international issues and providing local impact and context. Conduct strategic research. Provide effective horizon and environmental scanning products to provide analytical support to other areas within the CTU. Demonstrate individual leadership responsibility in respect of the relationship required with Research and Data Officers. Any other duties commensurate with the role or band / grade. Essential Skills and competencies To be able to collate, evaluate, structure and process data to identify patterns, series, similarities and discrepancies within a variety of information types. Experience of interpreting data using recognised analytical techniques Excellent computer skills including the use of Windows based software including advanced knowledge of Microsoft Excel. Experience in the use of computer software applications in relation to the charting and analytical preparation of data. Experience of critical and strategic thinking with the ability to make recommendations from analytical findings to inform senior stakeholder decision making. Experience of preparing and conducting presentations to senior stakeholders, communicating effectively and undertaking analysis of a qualitative and quantitative nature Excellent communication skills in presenting analytical findings in verbal, graphical and written forms, ensuring these meet user needs. Demonstrable knowledge of the National Intelligence Model (NIM). Educated to level 6 e.g. a degree with or without honours OR equivalent work-based experience/competency. Knowledge of current global affairs with a focus on Terrorism and Security. Desirable Accredited to IPP evidence level NIAT (National Intelligence and Analysis Training) Knowledge and experience of using NIM (National Intelligence Model) Experience of managing intelligence within an operational context Familiarity querying and interrogating databases with the ability to design and construct databases Experience of reporting tools (e.g. business objects) and / or bespoke analysis tools. To be able to apply data science techniques to data sets including the use of coding. Ability to identify proactive opportunities for analytical development of known information Additional Information If you have not already done so, there is an expectation that you will complete the Intelligence Professionalisation Programme (IPP) You must be a British citizen to work for the Counter Terrorism Policing West Midlands (CTP WM). If you hold dual nationality, with the primary nationality British, you may also be considered.
