Role Purpose
We are seeking a highly experienced Senior Developer to lead the development and maintenance of high-profile, publicly visible web and data products. This includes the management of websites and visualisation dashboards, as well as the development of software tools that support data provision, analytics, and assurance services.

The successful candidate will work at the forefront of technical delivery, helping shape how digital tools and data services support strategic decision-making across a wide range of transport, infrastructure, and policy initiatives.

As a senior team member, you will not only provide technical leadership, but also help guide processes, mentor colleagues, and support collaboration across multi-disciplinary teams and external partners. You’ll help define and deliver innovative digital products that meet the needs of both internal and external stakeholders, while ensuring technical excellence, compliance, and user-centric design.

Key Responsibilities
Leadership & Management
Lead, engage, and motivate internal and external team members to ensure delivery of high-performing, collaborative outcomes.

Provide mentorship and support for career development within the technical team.

Drive inclusive and collaborative working environments and build cross-functional project teams.

Technical Delivery & Oversight
Manage the end-to-end lifecycle of websites, web tools, APIs, and data visualisation products.

Design and deliver scalable software and cloud-based services within a Microsoft Azure environment.

Lead the automation of data flows and ensure the ongoing reliability and usability of digital tools.

Own and maintain the technical codebase, including updates, quality control, bug fixes, and backlog management.

Ensure adherence to relevant standards (e.g., accessibility guidelines, cybersecurity policies, industry coding practices).

Product Design & Deployment
Translate user needs and strategic goals into actionable technical designs and user-friendly web interfaces.

Collaborate closely with non-technical stakeholders to define business requirements.

Build wireframes and operating models to guide product structure and usability.

Support the rollout of new digital products to internal teams and external clients, including training and documentation.

Data Visualisation & Analytics Support
Lead the development and maintenance of interactive dashboards and data visualisation tools.

Develop new data products in response to policy and stakeholder needs.

Support users in extracting insights from complex data and visual analytics platforms.

Project & Resource Management
Contribute to technical project planning, ensuring timely delivery and alignment with strategic objectives.

Monitor and manage project budgets in partnership with contract managers.

Oversee the application of agile principles in software delivery and product iterations.

Innovation & Continuous Improvement
Conduct research and stay current with developments in software, cloud infrastructure, web development, and data science.

Promote the use of modern tools, open-source practices, and scalable design principles.

Identify opportunities for process improvement and support continuous professional development within the team.

Stakeholder Engagement
Build strong working relationships with policy, strategy, and analytics teams.

Represent the team in stakeholder meetings, technical forums, and industry groups.

Ensure alignment and collaboration with local and regional partners, public sector organisations, and national agencies.

Essential Skills & Experience
Proven experience designing, developing, and deploying robust web applications and services.

Strong proficiency in modern web development technologies (e.g., JavaScript, Python, HTML/CSS, REST APIs).

Experience with cloud-based infrastructure, particularly Microsoft Azure.

Experience in managing and maintaining public-sector or high-compliance websites, with a strong understanding of accessibility and data protection requirements.

Ability to lead and manage technical teams in a collaborative environment.

Skilled in agile delivery methodologies and iterative product development.

Strong written and verbal communication skills, with the ability to convey technical concepts to non-technical audiences.

Desirable Qualifications
Degree in Computer Science, Software Engineering, or a related discipline.

Experience working with transport data, GIS systems, or modelling outputs.

Familiarity with data analytics, visualisation libraries (e.g., D3.js, Plotly), and dashboard frameworks.

Knowledge of public sector digital standards and procurement practices.

Other Information
Reports to: Head of Analytics / Technical Director (depending on organisation structure).

Direct Reports: Assistant Developer(s) or Junior Software Engineers.

Budget Responsibility: Oversight of relevant project budgets in collaboration with finance and contracts teams.

Location: Hybrid/Remote with occasional travel to partner offices or project sites
