THIS POST IS FIXED TERM/SECONDMENT FOR 29 MONTHS DUE TO FUNDING

The Research and Evaluation Division, within Public Health Wales, are looking for a skilled, experienced, and motivated Public Health Evaluation Lead who is passionate about improving quality and tackling inequalities through evaluation. The post holder will work closely with partners and colleagues to bring a rigorous evidence-based approach to evaluating the Tackling Diabetes Together Programme. They will be involved in planning, conducting and commissioning evaluations. The post-holder will have extensive skills and experience in designing and delivering mixed methods process and outcome evaluations and stakeholder engagement.

The Data, Knowledge and Research Directorate (DKRD) includes teams focused on analysis, data science, evidence finding and knowledge management, research and evaluation, and registries including cancer, child measurement programme, congenital anomalies, suspected suicides and child deaths. The Evaluation Team supports the design and delivery of independent evaluations of Public Health Wales's high priority programmes or those delivered by partners, ensuring high and consistent standards of practice for evaluation. The team also promotes learning and adoption of best practices via theEvaluation Community of Practice.

Main duties of the job

Leading, developing and delivering an embedded evaluation for the evaluation programmes with workstreams across Public Health Wales and external partners. Identifying key aspects of specified Public Health programmes where evaluation can be integrated and providing expert advice to directly support others to shape, implement and integrate evaluation into the programme. Leading the robust evaluation of large-scale complex public health interventions and programmes using appropriate methodologies for the process, outcome and or impact evaluation. Building collaborative working relationships across organisational boundaries, delivering trusted and academically robust evidence to inform action across policy and/or practice agendas.

Experience

Essential

Experience in process, impact and outcome evaluation of complex public health interventions and programmes, drawing on a range of quantitative and qualitative methods. Experience of successfully leading and implementing evaluation programmes at a local, regional, or national level in the public, private, academic or voluntary sector Experience of working with a range of agencies across sectors. Experience in leading, supporting and developing team members.

Desirable

Publication record in peer review journals. Experience of attracting and delivering grant-funded research programmes relevant to public health. Experience of working in a senior role in Research/Public Health/Health Promotion. Working in the public, private, academic, or voluntary sector, understanding the environmental and "political" context in which they operate.

Skills & Attributes

Essential

High level of scientific, analytical, and technical skills. Proficient in a range of evaluation methodologies drawing on quantitative and qualitative data collection and analysis using different software. . Large scale data management and integration across linked datasets (health and/or non-health sectors). Excellent communication and project management skills. In depth knowledge of information governance, research governance and methodology Ability to develop and maintain effective working relationships with team members and other staff. Able to act independently, decisively, flexibly, and effectively in leading a programme Able to deal with criticism and challenging people and situations effectively and appropriately. Able to challenge current thinking positively and creatively to develop new and better policy and operational working practices. Able to significantly influence others who are based externally, t without any direct authority. Committed to equality of opportunity.

Desirable

Welsh Language Skills are desirable at levels 1 to 5 in understanding, speaking, reading, and writing in Welsh Ability to work within NHS or research secure data environments, trusted research environment. Up to date knowledge of developments in Welsh Government strategies and policies in relation to public health priorities.

Ability to travel between sites in a timely manner to meet the needs of the service. Ability to work flexibly to respond to the needs of the organisation

Qualifications and Knowledge

Essential

Educated to relevant PhD level or equivalent level of experience. Evidence of knowledge of core public health competencies at Master's level or equivalent.

Desirable

Post-graduate management qualification or equivalent level of experience and proven ability to perform at this level. Qualification in Epidemiology/ Health Economics / Public Health / Health Promotion / Health Services or similar at Graduate or Post Grad Cert level. Evidence of CPD in evaluation
