We are seeking a talented Business Consultant to steerprojects that align with policy and regulatory objectives througheffective stakeholder engagement and requirement gathering. In thisrole, you will develop compelling business cases, supportdecision-making with data-driven insights, and drive digitaltransformation initiatives. KEY RESPONSIBILITIES: - Lead business analysisworkstreams, applying structured methodologies (e.g., Agile,Waterfall, or hybrid approaches) to deliver impactful solutions,ensuring adherence to industry standards and best practices -Engage with stakeholders across public sector organisations,facilitating workshops and gathering requirements to ensure projectalignment with policy, regulatory, and operational objectives,while fostering strong stakeholder relationships and communicationchannels - Develop business cases and investment appraisals tosupport decision-making for large-scale government programmes,ensuring value for money and alignment with strategic goals, whileclearly communicating the benefits and risks to stakeholders -Apply data-driven methodologies to assess service performance,leveraging tools such as Power BI, Excel, and automationtechnologies to drive evidence-based decisions, ensuring theaccuracy and reliability of data used in analysis - Support digitaltransformation and service redesign initiatives, helping agenciesintegrate emerging technologies such as AI, automation, andcloud-based solutions to enhance operational effectiveness andmaintain scalability, security, and compliance - Conduct businessprocess modelling and re-engineering, identifying inefficienciesand designing optimised workflows that meet compliance and securityrequirements, employing techniques such as BPMN or UML - Workwithin complex regulatory and governance frameworks, ensuring allanalysis and recommendations align with government policies,procurement regulations, and security protocols, while stayingupdated on changes in legislation affecting the sector -Collaborate with cross-functional teams, including policy advisors,IT specialists, procurement officers, and programme managers, todeliver end-to-end solutions, promoting a collaborative andinclusive work environment - Support the development of internalbest practices within our consultancy, contributing toknowledge-sharing initiatives and capability-building for ourBusiness Analysis function, including mentoring junior analysts anddeveloping training programs. REQUIRED SKILLS: - Degree in aquantitative field such as mathematics, statistics or data science- Experience in business analysis within a consulting environmentor client-facing roles - Experience working within or alongside thepublic sector or defence organisations (e.g., MoD, Home Office,local government, or other civil service bodies) - Proven expertisein business analysis methodologies, including Agile BA, BPMN,process mapping, and requirements elicitation - Proven ability toproduce clear, comprehensive, and well-structured documentation,including business requirements, process maps, project plans, userguides, and technical reports, ensuring accuracy and adherence toorganisational standards - Expertise in identifying, analysing, andvalidating business and user requirements to inform decision-making- Familiarity with financial and economic appraisal techniques,including HM Treasury’s Green Book principles (desirable forUK-based roles) - Understanding of digital transformation withingovernment, including GDS standards, procurement frameworks (e.g.,G-Cloud, Digital Outcomes & Specialists), and cloud migrationstrategies - Strong analytical skills with expertise in businessprocess modelling, financial assessment, and digital transformation- Excellent communication skills, with the ability to translatecomplex analysis into actionable recommendations - Ability to buildrelationships with senior stakeholders, influence decision-making,and drive business change - Security clearance eligibility (e.g.,SC or DV clearance may be required depending on projectassignments).
