This role sits within the Clinical Epidemiology team within the Chief Analyst's Directorate. The team has an important role across the specialist area of clinical epidemiology. The post holder will bring professional statistical analysis skills to this role, sourcing and assessing the wider evidence base and contributing across Clinical Epidemiology work areas, using a wide range of analytical and data analysis skills. The post holder will lead analysis and monitoring of unwarranted variation and inequalities across population subgroups; helping to understand the needs of people with multiple risk factors and multi-morbidity.

The team brings together�analytical thinking on 5 main areas of work, including: Healthcare Variation and Value; Mental Health; Dental Health​; End of Life Care; and Neurology and Dementia. The post will be based in the Mental Health Intelligence Network Team, but also contributing across the wider team and wider analytical thinking within the Chief Analyst's Directorate as required.

Job description

As a statistician working in public health intelligence and clinical epidemiology, you will have the opportunity to bring together two closely related areas of professional expertise, developing and applying professional knowledge of public health intelligence alongside good professional statistician skills.

You will be part of a dynamic team responsible for delivering an effective Public Health Intelligence service. This will include considering and assessing wider sources of evidence for each topic area and working through the analysis needed to provide the best possible insights from the available data. This role will be based in the mental health intelligence team, but will have the opportunity to work on intelligence framing and analysis across the clinical epidemiology team.

You will play an important role in the functions of the wider Directorate team, enabling decision makers and interested users to access, understand and use appropriate public health datasets and insights; providing analysis that improves our understanding of health and the factors which influence health. You will work closely with partners elsewhere in the Department and in other organisations, finding better ways to deliver excellent products and managing your work to deliver products that meet the needs of those using them.

Person specification

Developing,�quality assuring, promoting and disseminating public health focused�health�intelligence outputs, products and reports, in line with the national business plan and/or in response to local requirements. These will: monitor and interpret trends and variations in public health indicators and outcomes; support planning and evaluation of health and wellbeing services; and consider the impact of risk factors on the incidence of poor health.�In producing these outputs, you will be mindful of the opportunities to make use of wider sources of evidence and to deliver new insights by analysing the data in different ways.

Specific responsibilities include:��

Providing expert advice and support in the use of key public health databases�� Being responsible for the management of hosted databases including the development of SOP for data extraction�� Applying analytical, statistical and epidemiological methods to a range of public health data to support routine and ad hoc analytical projects and tasks� Planning, managing and delivering on a range of assigned projects requiring analytic input, including negotiating and agreeing the most appropriate data output, initiating and planning workloads and setting delivery timescales.�� Ensuring compliance with quality assurance policy and procedures and taking responsibility for producing data quality reports on hosted databases.� Participating in an ad hoc health intelligence request service for users of the services and providing specialist advice on appropriate use of this information.�� Supporting the local translation and dissemination of health intelligence outputs through awareness raising and signposting,� Using a variety of methods including written briefings and oral presentations to communicate the implications of public health analytical outputs for action to improve local population health to stakeholders from a range of backgrounds� Understanding which are the key local and national stakeholders with an interest in services both within and out with CAD.�� Attending meetings with key local stakeholders, representing the team at Directorate hosted and other events, and playing an active role in the hosted network for public health intelligence specialists.� Working collaboratively as part of the analytical capability within CAD assisting colleagues in the delivery of the analytical work programme Ensuring personal, and promoting team, compliance with corporate policies in relation to security, confidentiality and release of information.�

Key skills and experience required for the role

Significant experience of working with multiple sets of data and information systems in health or related organisations� Experience in the use of statistical and analytical methods for interpreting and understanding data sets� Experience in the development of systems for the inputting, storing and dissemination of information� Experience in the training and development of others in information skills� Ability to analyse very complex issues where material is conflicting and drawn from multiple sources Knowledge of data security and confidentiality issues Well-developed epidemiological knowledge and skills� Comprehensive knowledge of software skills in spreadsheets, databases and statistical methods including GIS, statistical software ( R, Stata, SAS, SQL)� Ability to analyse and resolve highly complex information queries and problems Confirmation that you are a current badged member of GSS or you are prepared to go through the GSS badging process as part of this recruitment exercise. A 2:2 undergraduate degree or a higher degree in a subject containing formal statistical training or a higher degree in a subject containing formal statistical training. Alternatively, 2 years� work experience in statistical analysis or data science, or a level 4 apprenticeship including at least 2 years in a statistical or data analysis field in government, in both cases demonstrating Continuous Professional Development in statistical analysis or data science via a signed logbook.��

Your normal place of work will be your contractual primary workplace, usually either London or Leeds.� Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration and enhancing team working, learning, and support.�

You will be asked to express a location preference during the application process. Please be aware that this role can only be worked in the UK and not overseas and some travel may be required across the DHSC estate.�

Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need.�

There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.����

Alternatively, 2 years� work experience in statistical analysis or data science, or a level 4 apprenticeship including at least 2 years in a statistical or data analysis field in government, in both cases demonstrating Continuous Professional Development in statistical analysis or data science via a signed logbook.
