Position Overview In this newly createdrole, the Senior Manager, Public Policy, EMEA – EU and RegulatoryAffairs will be responsible for developing, implementing, andreporting on the company’s public affairs program at the EuropeanUnion (EU) level and on regulatory topics that impact the businessacross major markets (e.g. transpositions of EU directives acrossmember states.) The Senior Manager will partner with variousinternal stakeholders to determine Vantage’s priorities andpositions on programme-level policy topics including ESG (e.g.energy efficiency, carbon accounting and waste heat); planning andpermitting policy (e.g. environmental impact assessment); energy(e.g. self-generation of electricity, renewable energy;) andtechnology-related policy (e.g. cybersecurity, artificialintelligence, and data sovereignty). This role will be responsiblefor engagements with relevant EU government and trade bodies toadvance Vantage’s policy position as part of creating andmaintaining a long-term policy and political climate that supportsthe business’s growth, ESG goals, and research and developmentstrategies. Essential Job Functions Lead the development andexecution of a strategic public policy engagement plan to driveforward business objectives at the EU level. Support regionalpublic policy team members in developing and implementing policymessaging and engagement plans on programme-level policy topicsaround ESG, energy policy, and technology policies at member statelevel. Research, identify, track and report on current and emergingpolicy issues at EU level that are relevant to the data centresector and Vantage’s business strategies. Lead and/or contribute tothe public policy efforts in cross-functional programme levelinitiatives in partnership with teams like operational compliance,sustainability, energy, design and engineering, legal, and/orcorporate compliance. Support the development and execution of anymulti-market policy advocacy strategies in response totransposition of EU directives. Oversee third-party public affairsagencies and industry associations supporting EU and programmelevel efforts. Build and manage relationships with public affairscounterparts in the industry and with Vantage customers. Supportearly market intelligence gathering, risk analyses, and earlystakeholder engagement in select EU countries; in partnership withSite Selection, Market Development and New Site Development teams.Duties Monitor policy and political developments at EU level, andtrack and report on issues of importance to Vantage and the datacenter industry. Coordinate and draft Vantage positioningstatements and external-facing documents for public policy matters,including responses to official requests for information, prepareslide decks and talking points for internal and external meetings,as well as manage briefings for executives and key internalstakeholders when related to EU matters and programme-level policytopics. Engage with public stakeholders by advocating for Vantage’sposition in full compliance with applicable law and regulations.Represent Vantage at government and industry meetings at EU levelto testify/comment on Vantage’s behalf. Partner with marketing andbusiness teams to develop messaging, collateral, and publicrelations materials to drive the public narrative around Vantageand the data center industry. Act as a strategic advisor andsubject matter expert to market and central teams on policy topicsunder this role’s scope. Coordinate and lead cross-functional orcross-market working groups on topics with significant policyimpact or influence Job Requirements At least 5 years hands-onexperience at EU level in public policy, government relations,civil service, policy advisory, or similar is required. A strongunderstanding of the policy environment and mechanisms at EU level,with hands-on experience navigating and shaping policy within thiscontext. A strong network with relevant EU stakeholders andorganisations (e.g. DG ENER) is preferred. Experience developingand implementing lobbying strategies at EU-level. Experience inenergy-, technology-, and/or data-centre-related fields is stronglypreferred. Experience working on policy topics around artificialintelligence, cyber security and resiliency, energy efficiency andnet zero, and/or infrastructure development is welcome. Graduate orpost-graduate studies in public, energy, or international law isstrongly preferred. A degree in political science, economics,international relations, public policy, humanities, behaviouralsciences or similar is otherwise required. Experience managingthird party public affairs agencies a plus. Advanced politicalacumen and the ability to connect with stakeholders from allbackgrounds. A creative and strategic thinker with the ability tounderstand complex issues and identify clear and effective actionplans to resolve them. An affinity for project management, strongprioritisation skills, and the ability to objectively assessbusiness risk and opportunity stemming from the policy environment.Empathetic and strong stakeholder engagement skills required.Strong written and verbal communication to internal and externalaudiences including senior government officials and companyexecutives. Business-fluency in English is mandatory. Fluency inanother European language, particularly French, German and/orItalian, is a strong plus. A team player that is comfortableworking in a matrixed organization and driving forward businessvalue creation. Some travel is required. Travel may include visitsto other Vantage offices, capital cities, industry associationmeetings, and conferences. As this role develops, an increase intravel should be expected.
