This is a hybrid positionwhere the contractor will be onsite in Des Moines a minimum of 2days a week. Only submit local regionalcandidates.

  • The State ofIowa is seeking a Project Manager responsible for overseeing theestablishment improvement monitoring and training on the datagovernance initiative for the Iowa Department of Education.
  • The Data Governance Coordinator will workwith stakeholders across the Department to ensure data is collectedstored shared and reported in a manner consistent with the needs ofthe organization.
  • The candidate will lead theestablishment and implementation of a Departmentwide datagovernance program including policies and processes covering dataaccess and use data security metadata management privacy and more.
  • The Coordinator will also seek out programprocess and technological improvements that will (1) fosterimproved data quality and appropriate use of data; (2) eliminateredundancies; and (3) reduce the data reporting burden through theuse of better data collection and data use processes supports andtools. The position requires strong communication facilitation andproject management skills; experience with data use and policieswithin an education and/or government agency; as well as anunderstanding of IT concepts and systems.

KeyResponsibilities

  • Chair andlead the work of the Departments Data GovernanceCommittee.
  • Facilitate meetings and workinggroups with technical and nontechnical stakeholders to identifydata challenges consult with experts and determine appropriatesolutions.
  • Oversee the creation implementationand enforcement of agencywide data governance policies andprocesses including: defining and implementing changes to theagencys data collections data requests and datareleases.
  • Plan and facilitate necessarymeetings including preparing the agenda leading discussions andtracking and following up on action items.
  • Create and maintain a critical data issues log thatidentifies problems that impede data quality and use. IdentifyDepartment staff who will be accountable for resolving eachissue.
  • Convene working groups of data stewardsto address or resolve data governance needs within theDepartment.
  • Facilitate collaboration betweenprogram areas and technology regarding data quality.
  • Serve as a liaison between the Data Governance Committeeand Department leadership including escalating issues forresolution and submitting recommendations for approval.
  • Track and oversee data sharing agreements.
  • Serve as the primary contact for Department personnelregarding data governance quality and compliance issues.

RequiredQualifications

  • Bachelorsdegree from an accredited college or university in education datascience research statistics or three years experience inresearch/data management or related fields is required.
  • 2 years of experience working with data governance policydevelopment and/or reporting with a history of some formal training(or additional years of experience)
  • Evidenceof effective organizational communication including meetingfacilitation and consensus building and knowledge of the types ofapproaches required to do such work
  • Experienceusing and communicating about data to technical and nontechnicalaudiences and navigating data quality and/or governanceissues.
  • Excellent communication interpersonaland negotiation skills. Ability to work with crossfunctional groupscoordinate work activities across all levels of staff within theagency and build internal/external relationships.
  • Experience in change management or processdevelopment.
  • Strong facilitation skillsincluding familiarity with facilitation techniques tools and bestpractices.
  • Project managementexperience.
  • Strong organizational skills withthe demonstrated ability to do detailed and accurate work workindependently and adhere to organizational deadlines.
  • Proficient in authoring editing and presenting highquality wellorganized technical or business documents
  • Strong interpersonal problem solving and criticalthinking skills including the ability to mediate multipleperspectives and come to a resolution.

DesirableQualifications

  • Certification in project management (e.g. PMP)
  • Previous experience chairing effective/functionalcommittees.
  • Training or mentoringexperience.
