GM Regional Care Cooperative (RCC) Lead

During 2024-2025, Greater Manchester has been one of only two national Regional Care Cooperative (RCC) Pathfinder sites and we are now ready to officially launch the region as an RCC from April 2025.
This is an incredibly exciting time for RCCs and GM will be leading the way in reshaping how the children’s social care placements markets operate with a focus on tackling issues of quality, cost and sufficiency.
We are looking for a dedicated Strategic Lead to drive the strategic development and operational service delivery within the Greater Manchester Regional Care Cooperative.
The role will be based in the Public Service Reform team at GMCA with strong links to the existing GM Children’s transformation programme leading a dedicated team made up of officers with relevant experience and sector knowledge that have specifically been recruited to deliver the ambitions of the GM RCC.

About you:
As the GM RCC Strategic Lead, you will need toprovide clear and visible leadership to the Regional Care Cooperative ensuring the delivery of high-quality activity to improve outcomes of children and young people in GM. This will include leading strategic development and service delivery of the Greater Manchester Regional Care Cooperative and helping to drive policy regionally and nationally.
We are looking for applicants who have:
- A proven track record of working at a senior level, demonstrating organisational culture, values and behaviours in leadership approach.
- Demonstrable significant experience of the landscape of children’s social care commissioning and placement services
- Able to manage conflicting demands and juggle complex and high-profile stakeholders effectively
- Experience of leading and successfully delivering on significant programmes of work to achieve results
- Experience of building collaborative relationships and influencing partners and stakeholders at a senior strategic level to affect positive change
